It is time the nation/society realizes that integrity/character comes before competence.
It has become so common/pervading (even in our own friends/family/professional circles too!) to admire petty, and gross!, swindling/getting-around/'managing' things one way or the other, even unfairly, as being smart rather than being looked down upon and being ostracized! In fact one is considered dumb and 'going nowhere' if one plays by the rules/common standards of expected character!!
It is indeed an opportune moment for the administration ( Modi's administration, who else?!) to set example(s) in probity and conduct, especially in positions of authority. It has been on Modi's agenda (my reading, nothing more!) to take up appropriately reforming the administrative (and other) services. Now is a good case, already in the media glare. And, never mind, Modi can handle this item too on his already heavily loaded plate!
