Based on extensive travel in Ladakh over the pat two decades and close interactions with residents in Leh Zanskar and Kargil, I can only say that the silence of the cab driver was not symptomatic of what you're implying but rather quite the opposite. The Ladakhis have been crying hoarse to respond the over Chinese incursions into their land and that is probably their biggest fear. The reason the cab driver kept silent was likely because he was offended by your insensitive question and thought it best not to respond rather than be rude to a guest and a client.

Your apprehensions are quite valid.In last 30 years China has made huge strides in technology.They appear capable of doing it.At least Modi govt is making sincere efforts to speed up things in N E and hill states.Let us hope for the best.
